I can confirm this https://imgur.com/a/GKIwx

Update: The hunters spawned and I was able the complete the quest after a server crash/restart. I hope this helps for now.

seems to be happening again, just tried to complete quest but when it gets to "Defend Volpin the fox" nothing spawns to attack so can't complete it either.
tried to exit game , delete cache, abandon quest and retake and same happens

edit: was either fixed or fixed itself after server restart
