Bug description: After Power of the Maelstrom procs it do not work 100%. There should be a 100% chance to consume one stack of it when I cast a lighting bolt or I do an instant one from Stormkeeper.

Coming with a recent confirmation, still not work, after proc it is not consumed by Lighting bolts. (sometimes just first stack it's working, but the rest no). Could you please guys fix it? Thank you.
