Bug description: npc finder is saying hes spawned but i check both the location it says hes at and the entire area around it and hes not there (although his drake spawns)

this makes it hard to obtain the exodar life-staff lookalike "Staff of the Redeemer"

ruul still doesnt spawn. 53 players and cant get help from GMs or anyone as to if hes spawning elsewhere or anything. just his drake spawns so the video of Retail doing it is void
