Bug description: Can't use mind control not even with the dominant mind talent inside dungeons.
Proof: Log in a priest
go in a legion dungeon
Try Mind control any mob in the dungeon with or without dominant mind talent it won't work.

Tested Dominant Mind and Mind Control in Neltharion's Lair on NPC "Embershard scorpion" and in Halls of Valor on NPC "Valarjar Champion", doesn't work - error message "You can't use that here".

Indeed, MC/DM can be used on most non-mechanical targets, including players, mobs and critters. Bosses, battle pets and some other targets are immune.
