Bug description: You are not given the quest once you get to WoD content (You should get one after you log in patch 6.2 (http://www.wowhead.com/guides/garrisons/shipyard/starting-questline "Upon logging in after 6.2 launches, you will get a pop up to accept the quest Garrison Campaign: War Council(H)/Garrison Campaign: War Council(A). Accept this and turn it into Warchief Vol'jin/King Varian Wrynn in your town hall at your Garrison."). Therefore you cannot get a shipyard and cannot get to Tanaan Jungle, and to the Hellfire Citadel raid.
