DH quest to unlock order hall

Greetings,
Today i done artifact weapon quest, but unfortunatelly after gained the weapon I had to go afk for like 5min. After afk i did not see any npc around for quest so i fly bat to dalaran then i discovered i am not able access demon hunter order hall.
Please help me, char name Sayaad.

Edit: After the server restart the quest appeared.

Try to delete the cache folder and relog.

i've done 10 times clear cache, log in and out 50 times, and still cant get quest. second day for now.
