[REJECTED] Leech,Avoidance,Speed and Indestructible on BoE epics

Bug description: Note: As I searched the web I found that there's also Indestructible as a stat, so I'm a bit shaky on that one. First of all, I know that there's a post about this topic and it's rather new, but has no proof, so I thought that I'd put this topic back in public view, as it is rather important.
BoE epic gear, and gear in general, should have a chance to give an item a tertiary stat ( leech,avoidance,speed and indestructible). This is mentioned in many of my links and is considered, well at least leech is, as a major deal, because it has a significant impact on gameplay. Twinking, I'm posting this because of twinking .

I know it's a forum post, but it still shows that it exists: https://us.battle.net/forums/en/wow/topic/20748987303 The post is from Sep 12, 2016, which means that it's present since the release of Legion, which released August 30, 2016.

On Wowhead you can choose to put tertiary stat on a gear piece http://www.wowhead.com/item=141576/aethrynns-everwarm-chestplate&bonus=41:3398&spec=66#dropped-by , also this http://www.wowhead.com/item=134422/satin-throatclutchers&bonus=1795

The date tertiary stat are added, tho they don't mention Legion, but they also don't mention any changes: http://wowwiki.wikia.com/wiki/Leech , http://wowwiki.wikia.com/wiki/Indestructible.

Here's a example of another tertiary stat, Speed : https://youtu.be/d-VyD9i0Nk8?t=22s . He does show that he has all the legos for speed, but he also shows some pieces with Speed on them.

If you go into equipment set and mouse over the items you'll see that the head, waist, ring and trinket all have tertiary stat: http://www.wowhead.com/list=19682/eu-thrall-jenoctris#0-equipment-set

I couldn't find anything about how it scales with the items ilvl or it's base value on a 810 BoE epic, so that's a bummer.
