Bug description: Atonement benefits from Mastery: Absolution even if the level requirements are not met

That's italian language: "Maestria: Assoluzione" is "Mastery: Absolution" and "Espiazione" is "Atonement".

See how even if it's a bonus of 0.1%, Atonement will be increased in power even if the level requirements aren't met. I don't know if this happens when increasing the mastery rate.

$s1.1% means effect0's value + 0.1%. But that makes no sense at all. If you have 23.5% mastery, it will show 63.6%, because there's an extra .1% in the tooltip which makes no sense at all. But the actual bonus is calculated properly. I'll move this to low priority
