Bug description: it procs way too many times, and also it crits a lot, and it should not

Confirmed. Proc chance is really broken right now also mr.robot states that should not crit.

It can crit I am sure of it. Significantly improved RPPM system, now regardless of 1 or 50 targets you hit, it will NOT affect the final outcome (which was the original intent of RPPM).
