Bug description: i just get in a raid to help them at Cenarius Hc and i tested arms and i could not apply Rend on boss till he get under 50% HP and i got the same problem when i tested last week at Nythendra on Normal. as you can see i have rend on other target but i cant apply it to the boss.

I just tested and works fine for me
