Real PPM= 1 * (1 + TotalHaste)
My haste= 3, real=4. Acording to site i should have 4 Rppm,but 2 procs in 2:34 i count more like a bad mechanic instead of rng. With good rng i should have like 10 procs probl, but i can do this test over and over again and prove that on 100 mil dmg on dummy i make only 12 ticks evry time=2 procs of bomb

What are you talking about? So at 50% haste you should get 51 procs? That's not how it works AT ALL.

Haste is given as a real number version of a percentage, that is in your case 0.03. So the formula is 1 * (1 + 0.03) = 1.03 Procs per minute.
