WoW Freakz spell link: Aimed shot cast speed and focus regen
Bug description: as you will se in the video bellow on blizz with 13% haste you can cast 3 aimed shots in the 6 sec window of vulnerable but in here you don't have time. I have 14% haste and 1,75 sec cast time on aimed shot in the video bellow you will see that with 13% haste the player has 1,6 sec cast time with no other haste buff this only aplies only when you use marked shot , when you use windburst we can shot 3 aimed shots.

I can fit 3 Aimed Shots into one Vulnerable, same as on retail, with 14% haste.

You CANT have 1.6s on AS without higher haste. He gets some kind of proc if you check his buffs, I'm sure it's some kind of haste buff.

The cast time is 2 / (1 + totalhaste) = 2 / 1.13 = 1.77s

He must've had some kind of trinket that gives him haste, because it is impossible to have 1.6s cast on AS with only 13%

1.6s cast means 25% haste at least

It is clearly visible now that he has no other buffs, and with the same 13% haste he now has more than 1.7s cast (you can see that the bar is already started, and it still shows 1.7s). Haste works properly. He got some kind of trinket which gives him haste.
