Bug description: Rage of the Valarjar proc way too less with rampage. In 23 use of rampage, rage of the valarjar have the same buff uptime as orc racial (a 2 minute cooldown and 15 sec buff duration). Like only proc 2 times in 23 use of rampage, or even not procing at all.

Look at this video. I used ramapage 30 times on retail, got a SINGLE proc. It's RNG, it's supposed to be random
