Bug description: The fire buff doesn't have a 100% proc chance.
Proof: As you can see from the screenshot I was in combat for 1m40s, and had the fire buff up for only 1m21s. My screen capture software doesn't work atm so I can't really show you but can be easily tested ingame. It sometimes doesn't proc from either lava lash/flametongue/flametongue attack.

Also with the frost buff, i need to cast Frostbrand 3 or 4 times before it procs
