Please don't fix something without getting a proof first, because this bug report is definitely not 100% correct.
As of 7.0.3 the legendary did not stack movement with other effect, but this was changed in patch 7.1.5.
Mounted movement may also stack with it, i did not find any evidence that denied it in 7.1.5, just someone here asked if it's intended:
