Bug description: hey freakz, there is a debuff about this legendary and it dont let ur back to use more than once per 10min just like Bloodlust, Time Wrap or whatever.
its fine when u want to use it for keystones but when u need to equip this back for Raids its useless becuz u need to try and try and try and try for @ a Same boss for raid progress, for example 40 try in 1 day for Odyn.
after first wipe u need to Un-equip this item for 10min becuz its useless for 10min.
it should be reset for every fights just like BL or TW, otherwise its useless for raids or progress or whatever.

i need to say its a BiS for a player who playing as a Holy Priest but we can't equip this for raids so i need to ask u to fix it ASAP.
