The bug tracker says that the quest has been completed by 1 person, but maybe on the ally side, since the horde doesn't work

There are two versions of the quest, it appears the horde side is bugged here. If it's at all helpful, the BH chain is fully doable as ally so you can get the achievement and mog appearance you want there.
