Bug description: The effect doesnt work.

PS: U will see there my gargoyle doesnt have any debuff from shoulders.

Confirmed.
Tested it out with him,with a slight difference of stats (him having more mastery) ,Army and Gargoyle deal literally the same amount of damage even with the shoulders.

For anyone wondering, yes, the 30% damage empowerment does affect ghouls summoned by the "Apocalypse" ability. Very easy to confirm- just select a ghoul after you Dark Transformation following an "Apocalypse" and you'll see that they have "Tak'theritrix's Command" buff.
