why i can fly in stormheim

i have found a bug
i can fly in stormheim
i dont know how it works
but if i load the game after 15 minuetes
the loadingscreen looks like i am in orgrimar
and i wasd in stormheim and i can fly with mount

my question:
can u make that all people can fly here
if it works for me maybe it works for others
maybe fake location that the game thinks
we are in og although we are in legion
