[FIXED] [mage][frost] Frozen Veins

Bug description: i think the cooldown is being reduced by 1.5 seconds/crit instead of 2 seconds /crit. you can see in the video that i have the specific rune to increase the time from 1.5 sec to 2 sec. and it doesn't work.

if you calculate you will get:

2 seconds/crit*38 (recount crit for frostbolt)=76

so, out of 3minutes (180sec) of cooldown of Icy Veins -76 sec criticals =104sec

you can see the stopwatch ended at 2min4sec(124sec)

if you do the math withouth the rune you will get:

1.5 seconds/crit*38 (recount crit for frostbolt)= 57sec

so, out of 3minutes (180sec) of cooldown of Icy Veins-57 sec criticals = 123sec --- THIS IS APPROXIMATE TIME WHEN THE FIGHT ENDED.


180 sec is cooldown of https://www.wow-freakz.com/spells.php?spell=12472&&name=icy-veins
124 sec is the duration of the video
and if you do
180-124 = 56 which is the time of reduced cool down without the rune.

so if the rune would have worked correctly we would have:
180 -76(2sec*38 crits)=104 this is 1min44sec.

well, the topic is called frozen veins and i have the speciffic relic and it's not working
in the video at min 3.10 you can see the relic.
