Bug description: Ice lance doesn't extend icy veins by 2 sec anymore

So basically after the many fixes you did for frost and arcane mages 1 talent in frost mage which is crucial for dps
is not working at all (Thermal Void) ice lance is not extending icy veins by 2 sec
