Bug description: The quest is to get to lvl 3 and do eviscerate on training dummies around the area. I got to lvl 3 and got the spell automatically didn't have to go to the rogue trainer to get it. When i do the spell on the training dummies the quest doesn't get updated. I tried handing the quest in as is it doesn't let me. Tried abandoning and re doing but it didn't work either. Tried different chars didn't work.

Did you write .info (Quest) in the chat to see if the quest works?
If the Quest doesnt work, you can start in another area.
