Bug description: https://www.wow-freakz.com/npc_finder.php?npc=94829&&name=zhang-yeoh is not spawned in Lunarfall (Alliance side). But it is in Frostwall (Horde side)

To keep the balance of the game play (Horde /Alliance) the NPC should be spawned in Lunarfall too.
Is not fair only the Horde to have access of what he sell and Alliance to wait 2years more.
