Bug description: Nimble Brew is only usable once, cooldown only starts resetting when relogging.

Is just Half-Confirmed.

You are saying "you should be able to use all charges while in combat" - WRONG.
Check video - go at minute 2:00 and play, you will see he uses a charge, it becomes unable to be used untill he leaves combat, after he leaves combat, the cooldown starts.
