how it should be: "Critical hits in combat by allies within 15 yards grant you a combo point, but no more often than once every 2 seconds."

currently in freakz, critical hits DOES grant the rogue ComboPoint,

bug description:
but there is no limit. the 'once every 2 seconds' part is not working.
like... if a fury warrior bursts with battle cry, im going to get like 30 combo points in a very short duration... like i just spam RunThrough...


extra info:
it's granted by critical heal-over-time spells... (might be a bit wrong... cuz... i even get combo points in arena/bg preparation time)
it's granted when out of combat.

also, please download the whole askmrrobot theory database for 7.1.5... if the pre-alpha version for 'battle of azeroth' or any new version of legion comes, it will replace 7.1.5 (which is currently the last supported build) and therefor, it will be inaccessible.
