Bug description: Wrath of Consumption stacks are not working properly sometimes.

What i found out is that when u get a new stack of WoC sometimes it just doesnt stack it gets registered as a new one and only gives 2% buff dmg.
As u can see on the picture i did the same dmg at 1 stack, 4 and 5.

Normal damage is 72614 with 1 stack its 74066. More stacks = more dmg obv.

This is a huge bug because WoC works on every single spell for Affliction Warlock.

Update: How to reproduce it : Have 5 stacks of WoC. Use Reap Souls. Kill something. U will get 74066 dmg (my gear my dmg )

I think the problem is with Reap Souls. Without it the stacks work perfectly but when u use Reap Soul and u get a new stack it just gets registered as a 2% and it only get's "refreshed" for 2% dmg only. and as long u have the current stacks and u keep getting the "new" stacks it will still only work as 2% dmg.

So if u have Reap Soul already active and u get stacks = works perfectly
If u have stacks already and no Reap Soul active and u use it and u kill something = bugged
