Some questions about Legion Legendaries

So, im quite desperate to get my first legendary, pretty much everyone i see has atleast 1 legendary, i play since a long time and still haven't got any on my 3 110 characters (one is low geared though).
I wanted to ask if loot specialization matters, i know it lets you get loot from other specs like getting DPS items while tanking and things like that, but do i have less chance for legendaries by doing that?
Another question, what is the best way to get legendaries? I guess emmisary quests, but i always do them but no luck.
