Bug description: it should be 3 times the normal chance, not 2

Changelog has the same date as the already applied fixes for all other sets, so yes, it should be x3.

On mrrobot it shows up as 2 times, are you sure? Many hotfixes that went late into 7.1.5 are presented as 7.2 on wowhead.

if TriggerSpell = FlankingStrike
= ChancePercent * 2

= ChancePercent * 3

= ChancePercent + 0.25

Was changed from 2 to 3 with 5th January hotfixes.

It was implemented with 3x at the very beginning, only that the tooltip wasn't changed. I'll fix that now
