Bug description: Procs low and give low stats !

1. Give low stats. Personaly i get 4481 stats at 890 ilvl ( not visual ) , when i should get 4707 ... probably24 january hotfix is not implemented

I have a 900 ilvl one of these the proc is 4651 of Haste/Crit/Mastery

1 FillInTheBlank on 2017/02/01 (Patch 7.1.5)
4886 now at ilvl 900 after the hotfix from Jan 24th.

2 Jaredius on 2017/02/11 (Patch 7.1.5)
ilvl 890 = 4707"

2. Very low procs , should have 0.7 rppm per total and 0.23 RPPM FOR EACH ENCHANT who doen`t share cd.
Tanks and healer , balance and elemental should have 0.35 RPPM

What are you talking about, and where did you see 0.23RPPM for each enchant? If you check your own link towards AskMrRobot, it's 0.7RPPM (or 0.35 for some others), and when it procs, it randomly gives one enchant. the rppm is not separate

If you refer to the first comment on WoWHead, they guy said EFFECTIVE 0.23RPPM, because he divided 0.7 by 3.... That means absolutely nothing
