Bug description: So what i discover is when i am in my night elf form the dmg of shred and brutal slash are higher then dmg of them when i am in cat form, as you can see in the ss, and idk what the dmg should be the higher one or the lower one

That has no relevance becuase you are never going to use these spells without cat form being active.

The difference you see is a result of the normalized weapon damage formula that takes into consideration your normalized weapon speed. It's complicated but there is nothing bugged here.
