Which xp rate is the best for a new player starting from 0?

A high rate is not a good idea I guess since I don1t have looms.

1-90 =x10 / 90-100 = x5 / 100-110 = x3 like everyone without looms

How should I get weapons from 1 to 90? Get mats with Herbalism and Skinning then AH it?
