Bug description: The Emperor's Capacitor it's doing way to low dmg with crackling jade lightining way to low can someone confirm this 50% per stack is not 5 % or test it ?
Proof: I watch videos on retail doing more dmg.

How is that proof? What patch did you watch? What gear he have? What buffs did he have?
