This alone can increase the damage to 3x. Combine that with proper gearing, relics, talents, etc, and with the fact that you are looking at a SKORPYRON hit (you know, he takes double damage, hello) can easily make it hit that hard. I easily did 2M AS damage on retail in 7.1.5 WITHOUT that legendary, and I was behind in gear as I don't really have the time to play. So even if you take only that, and add warbelt bonus to it, you'd easily be at 6M max crit, now do that at Skorpyron, and it further increases damage by 2x => you'd be at 12M crit. as you see, the average crit was around 1M on all screenshots. So hitting for 7-8M with Aimed Shot is NOT impossible, but you also won't do it all the time, since you need all the procs you can get.
