[REJECTED] [Monk][Brewmaster] Gift of the Ox Proc on Raid is very low ( Not only dungeons)

Bug description: Gift of the Ox spell is procing very low almost no procs unless the trait [Obstinate Determination] procs and spawns the healing sphere ( Under 35%)
Proof: I've done many tests on Heroic / Mythic Nighthold where the damage incoming is very high , almost on all bosses the healing sphere proc is insanely low proof since i can't record i took a few screenshots on healing metters and seeing the healing from gift of the ox is very low , compared with how it should be on retail

Proof 1: Healing done on Star Augur Heroic Freakz by gift of the ox Proof :https://imgur.com/JBsWmqn Only 2M healing from Gift of the Ox , thats about 4 spheres during a 5 min fight .

Proof 2: Brewmaster PoV on retail tanking Star Augur , He has 4-5 spheres always spawning even after taking and healing during all fight with high hps

Proof 3:WoW Logs from retail on Brewmaster Monk 7.1.5 HPS on HC Nighthold : Most of their selfhealing comes from Gift of The Ox

I know there is a post regarding to this but it's not full as it is only reported for Mythic Dungeons , and not for raiding enviroment , please fix this asap.
