Bug description: The proc change is extremely low for some reason.

I tried to reach the same number of hits on abilities and fight duration as the one on the logs. Note that I used my brews all the time accordingly. I did this multiple times and could not even get close to that same amount of special delivery procs.

In this screenshot I had 8 hits (a little over 100m dmg dealt on the dummy, in total).

Guy in the logs had 34, thus the difference in damage dealt by the spell overall.

I tested this talent several times in raids/dungeons, and it was simply way too bad to use over the other 2 options as I could not even get a total of 3m dmg out of it. If you scroll through the damage rankings for BM monks, you see that this talent is the ONLY go-to.
