[Item] Star Gate incorrect scaling

Bug description: The trinket is not scaling properly, probably missing some modifiers in the formula. Keep in mind that SPELLFIRE damage is scaling with fire and arcane modifiers.
Formula on mrrobot is the following (this is for the 875 version of the trinket):

Quote:

Damage = Round(21.789869 * ItemBudget, 0) * TotalDamageMultiplier

Proof: retail log 914 ilvl arcane mage @ trilliax (920 ilvl trinket). minimum normal hit 138k. He has 54,519 intellect
another log from a 910ilvl arcane mage, his trinket is 910 ilvl and has only 53k intellect. Minimum normal hit 124k, max crit 726k max crit

910 arcane mage here on freakz (905 trinket version), i have 54,297 intellect. minimum normal hit 89k, max crit 421k

I found a Hotfixx for Star Gate from the January 24.
"Star Gate: Damage increased by 30%."

Trinket damage doesn't scale with intellect (in formula there aren' t intellect, strenght, agility), only with multiplier like paragon, some cd's ecc ecc...
I have alredy done some research about "ItemBudget", i think is a function of mr robot, but it's not explained, i search it a lot

Confirmed, scale is using pre buff. It's missing the 30% inc
