Bug description: The NPC where you need to finish the quest is not spawned, and also quest not working properly.

Bug description:
The boat wasn't even coming and there was no some talk at the harbor as I saw on youtube

Confirmed, same problem. It would be appreciated if the programmers put the quest in autocompletable mode.

That quest, is still bugged. I think is an important step to start Vashj'ir quest line.
