Bug description: The quest is not available once you hit Exalted with the Lower City, therefore the last quest for Terror of Terokkar achievement isn't completable for players with Exalted reputation finished before this quest.

You didn't do your homework , this quest is to level you up from neutral TILL you reach honored

Well, RIP I guess, couldn't find anything about it on Wowhead, so ye. Feel free to move it to invalid whenever anyone capable of it sees the report.
