I've tried playing around with settings but for some reason all NPCs and Players only appear at very close range.
(Example) As a unit of measurement - characters only appear when Im within 8-9 Swift Mistsaber lengths of them.

Try resetting settings to default to revert any unpleasant experiences like this one. Let us know if that worked.

Sadly it did not work. Tried resetting ALL settings as well as played around with view distance, env. detail etc. Any advice?

I tried both options. SET spellEffectLevel "#" line did not exist so I added it and changed it to 0. No effect. Also I tried deleting the WTF folder. No effect.

Then the only option remains to redownload the game.
