Bug description: When I use Flanking Strike, The Flanking Strike is not reduced by 2.8sec all the time(every time I use it there is some chance to not be reduced), sometimes when I use it with combination with another spell (mongoose bite) The cooldown on Flanking Strike is not reduced as it was mentioned in talent. I guess when mongoose strike is 0charge it is not reducing cooldown on Flanking Strike.

The talent is working corectly , you must understand that this talent is reducing cd of one of the random spell between those 4 ( Flanking Strike , Mongoose Bite , Aspect of the Eagle and Harpoon) . As you said earlier , in combination with Mongoose Bite , there's a 50% chance to reduce the cooldown of Flanking Strike , but there's also 50% for Mongoose Bite . If the all spells are on cooldown , theres a chance of 25% for all of them to be reduced and so on for 3 spells (33.3%) . In your case , when you combined FS and MB , the talent reduced the cd on your MB , and I can assure you that even if you use only FS , leaving the rest 3 spells alone , the cooldown is always reduced by 3 seconds.
