[Mage] [Artifact] Felo'Melorn Flame Orbs and Phoenix Flames

Bug description: So the orbs visual works now, but not entirely. The reason there are 3 flame orbs floating above the mage is because they represent the number of charges left on your Phoenix's Flames. So if you have 3 charges left you'll have 3 orbs floating, 2 charges / 2 orbs, 1 charge / 1 orb, no charges / no orbs. And the orbs should re-appear as a charges comes back from cooldown.
Proof: This video is from legion alpha but the concept is the same (except in the video the spheres lack the current swirly animation of 7.1.5)
