Bug description: RPPM Don't work well i mean sometimes proc byself even if im not in combat and sometimes don't wanna even proc sometimes get affected by buffs wisdom and blessing of king
Proof: i can just make video if neccessery...

And i would like to fix somehow Echo of highlord trait don't proc on dummy just visual but no damage, because i wanna do tests from simcraft warcraftlogo and etc.
