Bug description: Every spells that would generate x runic power generate exactly x runic power regardless how many point you have there.

Proof: as you can see in every offylike video it gain that 10% runic power more every gain.
for example just watch him runic power every spell he use (mainly he burst festering wound 3 rp + clewing shadows 10rp = 13 *1,1 = 14.3)

if you need i can upload few immages showing runic power gain, but i don't think it's really necessary.
