If I understand correctly, You want free starter heirlooms? I dont think this will be something thats put in place anytime soon..

If your talking about Heirlooms there's only one way to get which is by buying them from a Vendor for gold (500g+).
If you're Horde the Vendor is inside Undrrcity
If you're Alliance the Vendor is inside Ironforge.
