Bug description: Ultimate Radiance is supposed to convert Power Word: Radiance into an instant spell and the healing is increased by 250% but instead it has a 6seconds cooldown. As you can see in the video posted below, Power Word Radiance does not become an instant talent , nor heals by 250% more , nor has a 6 second cooldown. It is a main spell for disc priest and I can say it is kinda bugged .

You are not in PvP. That talent works only in instanced PvP
