from https://forum.wow-freakz.com/FIXED-Druid-Restoration-moment-of-clarity-t508904.html i've seen since a few days that this was supposed to be fixed but you still only get 1 stack of clearcasting instead of 2 if you get omen of clarity proc with 1stack of clearcasting left from the last proc
