Bug description: It procs sometimes even when doesn't heal anyone under 35%, but when deals damage on enemy.
Proof: I wait for confirm my doubts.

That's correct.

Spell Heal
Chance (percent)
if TargetHealthPercent < 0.35 and SubSpec = PriestDiscipline
= 1

Spell Hit
Chance (percent)
if TargetHealthPercent < 0.35 and SubSpec = PriestShadow
= 1

The spell hit is only for Shadow.
