I bought the said item via vote points, and after consumming it, I cannot deploy the toy (banner) whatsoever, it shows a message saying "The Spell is not available to you".
Is there something missing? A condition to use the said item? If not, is there any chance I would get a refund for the 20 vote points? Please.
