Bug description: I'm standing on place where npc should spawn and let me progress further in quest but nothing happenes

By now I've unstuck on site and will try to continue at later time.

EDIT: this time I walked whole way instead of jumping over with Demonic Gateway. I can't do more testing but this time npcs showed normally.
