Artifact Quest GONE??

Hello and sorry for posting this on this topic but i couldn't find anywhere else fitting to post it. Iam playing on my lvl 105 druid and i had begun the Artifact questline, everything went well until the server crashed. After that the questline was GONE and no quest-giver could be found. I tried deleting the cache and also re-install the game however nothing worked. I need help.

I already did those steps, reset cache and returned to dalaran for a while still no NPC.
